Director of Quality in Enhanced Skills

The Postgraduate Program in the Department of Family Practice at the University of British Columbia invites applications for the position of Director of Quality in Enhanced Skills within the Family Practice Enhanced Skills Program.

Program Overview: The Enhanced Skills Program offers 41 FTE resident positions in various advanced skills areas, catering to family physicians and specialists in British Columbia to meet specific community needs. The program is fully accredited by the College of Family Physicians of Canada (CFPC).

Program Expansion: To meet provincial needs, the program is expanding. The Emergency Medicine program is now recognized as a distributed program with new sites under development. Additionally, the Addictions and Palliative Care programs are expanding, particularly within the Fraser Health region. The Enhanced Skills program ensures that all central and distributed sites adhere to high standards of medical education and CFPC accreditation standards.

Qualifications:

  1. Must be a certificant of the College of Family Physicians of Canada (CCFP) or equivalent, or willing to obtain CCFP certification within four years.
  2. Eligible for medical licensure in British Columbia.
  3. Preferred: Educational and administrative experience in residency training.

Role and Responsibilities: The Director of Quality in Enhanced Skills is a new role reporting to the co-Program Directors in Enhanced Skills.

Responsibilities include:

  • Overseeing the development, quality, and delivery of new distributed R3 programs.
  • Ensuring adherence to CFPC accreditation standards.
  • Potential future role expansion to encompass quality improvement and program evaluation for all sites and programs.

Time Commitment: Approximately 0.17 FTE (~$29,750/year)

Position Overview: The Director of Quality in Enhanced Skills functions as a role that provides oversight for programmatic expansion at a provincial level within Enhanced Skills. The role ensures alignment with UBC policies and accreditation standards in resident supervision across new or expanded sites. This position oversees quality and safety standards and facilitates the involvement of designated individuals responsible for these areas in residency program committees.

Responsibilities:

1. Programmatic Expansion and Alignment:

  • Serve as a consultant for the expansion of enhanced skills programs at a provincial level.
  • Review academic proposals for new or expanded sites to ensure alignment with UBC policies and accreditation standards in resident supervision.
  • Ensure new sites liaise appropriately with relevant site and program directors within the UBC framework.
  • As part of assisting programs with quality improvement, ensure Residency Program Committees (RPCs) have terms of reference that are regularly reviewed and refined to meet enhanced skills standards.
  • Assist new and established sites in building connections with other sites to support learners’ educational experiences.

2. Quality of Care, Patient Safety, Resident Wellness and Safety:

  • Sits on Residency Program Committees (RPCs) for programs that lack individuals responsible for quality of care, patient safety, Resident Wellness, and Safety. Note: The Director of Quality is not expected to attend every committee meeting for every program but must maintain a connection with each RPC.
  • Facilitate the identification and onboarding of individuals specific to disciplines (e.g. specific to Addiction Medicine) to fill roles within an RPC around quality of care, patient safety, and/or resident wellness and safety.
  • Ensure effective processes for these individuals to provide input to each residency program committee and the Director of Quality.
  • Help RPCs onboard designated individuals who facilitate scholarly activity, ensuring compliance with PGME practice and requirements.     Note: The Director of Quality is not expected to function as a facilitator in, or an expert of, scholarly activity.

7. Accreditation and Quality Improvement:

  • Along with the co-Program Directors of Enhanced Skills, the Director of Quality in Enhanced Skills will be encouraged to
    • Familiarize themselves with current CFPC accreditation standards.
    • Capture areas of need for continuous quality improvement across multiple ES programs, and report these back to the co-Program Directors for program wide interventions.
  • The Director of Quality may be supported to, should capacity and interest allow:
    • Participate in one external accreditation review of another institution’s enhanced skills program per accreditation cycle, capacity allowing.
    • Assist enhanced skills programs in completing relevant accreditation instruments each accreditation cycle.
    • Assist new enhanced skills programs in generating and updating CaRMS program descriptions.
    • Gain certification in various physician quality improvement initiatives offered provincially or nationally.
